Opens the Make Transparent settings window which makes an element partially transparent. Objects behind the element are visible, though their color is affected. Elements display as transparent.

This tool is useful for highlighting areas or changing the color of images, for example, adding a color wash to black and white images by adding a transparent color shape on top.
